CIPPlanner was founded in 2000 in the heart of Silicon Valley, following the successful development of a custom Capital Program Management software system for a large municipality in the San Francisco Bay Area. This early project demonstrated the need for purpose-built technology to support the planning, budgeting, and management of complex capital improvement programs.
Co-founders Wayne Xie and Emily Zhang brought complementary expertise to the company’s formation. With backgrounds spanning information technology development, project management, and capital program planning and budgeting, they recognized the broader potential for a comprehensive software solution that could support not just a single organization, but many agencies facing similar challenges.
Over more than two decades, CIPPlanner has continued to evolve its technology in response to changing industry requirements, advancements in information technology, and the growing complexity of capital programs. Through ongoing collaboration with customers, the company has expanded its platform to support a full capital infrastructure lifecycle approach.
Today, CIPPlanner supports and maintains more than $250 billion in capital projects and programs on its flagship CIPAce™ platform. With over 90 percent of its customers in the public sector, the flexibility, configurability, and scalability of the CIPAce™ architecture have enabled organizations to adapt the platform to their unique operational and regulatory environments.
In recent years, CIPPlanner has made significant investments to transform CIPAce™ into a commercial-off-the-shelf software product, providing a more cost-effective and scalable implementation approach while continuing to meet the evolving needs of enterprise and government clients.

When CIPPlanner was founded in 2000, the goal was simple, to build technology that could meaningfully support organizations responsible for managing complex capital infrastructure programs. What began as a custom software solution for a municipality in the San Francisco Bay Area quickly revealed a broader need for systems that could bring structure, transparency, and consistency to capital planning and project delivery.
From the beginning, we recognized that capital programs are long-term commitments that require thoughtful planning, reliable data, and adaptable tools. As technology and industry requirements evolved, so did our platform. Through close collaboration with our customers, we focused on developing solutions that align with real-world processes while remaining flexible enough to support change.
Over the past two decades, CIPPlanner has grown alongside the organizations we serve. Our flagship platform, CIPAce™, reflects a continued commitment to supporting the full capital infrastructure lifecycle, from planning and budgeting through delivery and long-term management. Throughout this journey, our focus has remained on building technology that organizations can rely on over time.
I am grateful to the customers and partners who have contributed to CIPPlanner’s growth and evolution. Their insights and collaboration continue to shape our direction. As infrastructure programs become more complex, we remain committed to providing technology that supports informed decision-making and long-term stewardship.
